REQUEST FOR EXPRESSION OF INTER EST FOR TECHNICAL ASSISTANCE IN FINANCIAL MANAGEMENT, PROCUREMENT,MONITORING AND EVALUATION, SAFEGUARDS, AND ENGINEERING SUPPORT CO NSULTANCY SERVICES

The Government of the Republic of Kenya has received fin ancing from the World Bank towards thecost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds to payments for consultingservices to be procured under this project for provision of qualified technical assistance in Fi nancial Management, Procurement,Monitoring & Evaluation Safeguards and Engineering Support Services to the Project CoordinationUnit (PCU).
TheProject comprises four components; -
Expansion of water supply and sanitation services in the coastal region, -Mombasa, Kwale, Kilifi and TaitaTaveta Counties
Expansion of water supply and sanitation service s in Wajir and GarissaCounties
National performance-based financing to finance construction of new or rehabilitation of existing water andsanitation infrastructure for the WSPs/WSBs, with a specific focus on expanding coverage and improving services.
Project management to finance the management activities associated with project implementation.
Themain objective of the assignment is to support the PCU in effective implementation of WSDP by providing Technical Assistance as apprrop maiiate to meet the projects’ development objective. The purpose of the assignment is to ensure that specialist inputservices e available when required by the project implementing agencies. More precisely, the overall purpose of the TA will be forimplementa tion support, monitoring, evaluation and assessment of performance to effectively manage the outcomes and outputs inrelation to dev elopment results.
The duration of the services is expected to be initially for two (2) years on timebased contracts.
The Ministry of Water and Sanitation now invites eligible consulting firms “Consultants” toindicate their interes t in providing technical assistance in Financial Management, Procurement, Monitoring and Evaluation,Safeguards and Engineering Supp ort Services. Interested Consulting firms should provide information demonstrating that they havethe required qualifications and re levant comprehensive experience to perform the Services.
The short listing criteriafor the firm’s capability and ex perience are:
Have a minimum of 10 (ten) years of core business as aconsultant in the areas of Financial Manageme nt, Procurement, Safeguards and Civil Engineering
Undertaken a minimum oftwo (2) similar assignments in the last four (4 ) years;
Experience in similar conditions in the last five (5) years interms of the clientele and area of proposed servi ces; and.
Demonstration of technical and managerial skills toundertake the services.
The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank’s Guidelines: Selection and Employment of Consultants [unde r IBRD Loans and IDA Credits & Grants] by World BankBorrowers, January 2011 revised July 2014 (“Consultant Guidelines&rdq uo;), setting forth the World Bank’s policy onconflict of interest.
A Consultant will be selected in accordance wit h Quality Cost-Based Consultants (QCBS) method setout in the World Bank’s Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants]by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelin es”)
