NEX18/32 Howdon Satellite Depot Facility
As part of the Metro Futures programme, Nexus wishes to; procure a new fleet of Electric Multiple Units to replace its existing Metrocar fleet, procure a maintainer for the New and Existing Fleets, and procure New Maintenance facilities. In order to enable sufficient capacity at the current Depot site in Gosforth, a new temporary Satellite Depot Facility is required, which is the remit for these works.
The Satellite Depot Facility works are located on a site adjacent to the existing Metro System rail corridor between Howdon and Percy Main Stations. The existing site shall be cleared as part of the works.
The new Satellite Depot facility shall seek to accommodate a minimum of 10no. 65m length trains, for stabling. The stabling roads shall be separated to allow for cleaning access and full visual inspection for the trains prior to service. They shall also be provided with power points for cleaning staff.
A delivery track is required to enable delivery of the new fleet of rolling stock via road vehicle delivery. This shall be used for the delivery and recovery of trains and shall not affect the remainder of the site operations when in use.
A building for single vehicle light maintenance and new rolling stock delivery/assembly shall be provided with a pit and flexible high-level train access. Nexus aspiration would be that the site enabled the Metrocars to access the building without a move onto the main network.
The broad scope of works comprises as follows:
— Outline Design and Detailed Design of the Satellite Depot Facility,
— Mobilisation to site,
— Site preparation and enabling,
— Site perimeter security fencing,
— Install tracks and ballast over the extents of the works,
— Install new rail connection to the existing Metro rail system,
— Modify existing highway access for articulated vehicles,
— Install bottom ballast,
— Install OLE and associated OLE Masts, including connection to the existing Metro rail system,
— Provide a traction supply sub-station/transformer facility,
— Construct a Satellite Depot Facility building with suitable staff accommodation,
— nstall signalling compatible with the main network,
— Install a Depot Protection System.

Nexus will incorporate a minimum 10 calendar day standstill period at the point information on the
Award of the contracts is communicated to tenderers. If an appeal regarding the award of the contract has not been successfully resolved by Nexus, the Utilities Contracts Regulations 2016 (SI 2016 No. 274) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).Any such action must be brought promptly (generally within three months). If a declaration of ineffectiveness is sought, any such action must be brought within 30 days where Nexus has communicated the award of the contract and a summary of reasons to tenderers, or otherwise within 6 months of the contracts being entered into. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order Nexus to amend any document and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order Nexus to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
