Mixed Tenure Residential Development at Ballymastone, Donabate, Co. Dublin
The project is for the development of a site at Ballymastone, Donabate, Co. Dublin for a sustainable mixed tenure residential development, in accordance with the Fingal County Development Plan 2017 — 2023 and the Donabate Local Area Plan 2016 — 2022 and applicable planning legislation.

The project is for the development for a site at Ballymastone, Donabate, Co. Dublin for a sustainable mixed tenure residential development, in accordance with the Fingal County Development Plan 2017 — 2023 and the Donabate Local Area Plan 2016 — 2022 and planning legislation. The Development Site is expected to deliver approximately 1 000 — 1 200 residential units (subject to planning permission), with the exact number to be explored during the Dialogue Stage. The required tenure mix is anticipated to be 60 % private residential housing units, 20 % discounted private housing units and 20 % social housing units to be sold to the Council. The Council is seeking to identify an economic operator to work with it, to identify the optimal solution for the development of the site and to deliver it as efficiently as possible.

With reference to the estimated value at II.2.6) please note that this value may vary significantly depending on the outcome of the dialogue stage of the procurement and the final grant of planning permission.
With regard to the duration of the contract listed at II.2.7) the duration of the contract is 120 months approximately.

1) It will be a condition for the award of any contract by Fingal County Council that the successful tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident tenderer, a statement of suitability from the Revenue Commissioners will be required;
2) Suppliers must register their interest on the Irish Government procurement opportunities portal www.etenders.gov.ie in order to be included on the mailing list for clarifications;
3) Please note that all information relating to attachments, including clarifications and changes, will be published on www.etenders.gov.ie only. Registration is free of charge. Fingal County Council will not accept responsibility for information relayed (or not relayed) via third parties;
4) Hard copy submissions will not be accepted. Faxed or emailed submissions will not be accepted. Late submissions will be rejected unless Fingal County Council considers that this is due to a technical, clerical or administrative error;
5) Please note the following in making submissions:
— to enable submission of multiple documents concurrently, download and install the “Upload Manager ActiveX” facility to your eTenders user profile. When using the “Upload Manager” facility do not use the “Schedule” option,
— instead, use only the “Upload” option, which will enable monitoring of the upload,
— suppliers who do not use the Upload Manager can upload individual files, however please ensure to allow sufficient time for upload,
— there is a maximum upload limit of 2 GB per file. Documents larger than this should be divided into smaller files or condensed in size (e.g. zip files) prior to upload,
— in order to submit a document to the electronic postbox, please note that you must click “Submit Response”. After submitting a response, the response may be modified and re-submitted as many times as may be necessary until the RFT deadline has expired. Suppliers should be aware that the “Submit Response” button will be disabled automatically upon the expiration of the response deadline,
