Price and Design Contest for the Procurement of a Turnkey Contractor for the Renovation and Expansion of Askøy Sixth Form College
Hordaland County will expand and partly renovate the existing buildings at Askøy sixth form college in Askøy, outside Bergen. The expansion will lead to an increase in the number of pupils by approx. 400. The new building is expected to have a gross area of approx. 10 000 m2. Approx. 5 000 m2 of the existing buildings are to be renovated.
The project will be organised as a turnkey contract with interaction.
Askøy
The project will be organised as a turnkey contract with interaction in 2 different phases. In the first phase, the interaction phase, the tenderer who is awarded the contract will be responsible for further developing their tender up until the final preliminary project. The development must be carried out in close cooperation with the Contracting Authority.
If the Contracting Authority approves the preliminary project, the project will go over to phase 2, the execution phase.
Separate contracts will be signed for the interaction phase and the execution phase respectively.
Hordaland County and Sogn og Fjordane County will probably merge to one region, most likely from 1.1.2020. The name of the new region will probably be Vestland County. Hordaland County will have the right to transfer the contracts signed for the new region from the date of the merger.
The Contracting Authority draws attention to the fact that the start date and completion date in point II.2.7 of the notice are the tentative start date for the interaction phase and the tentative completion date for the execution phase. These dates can have changed when the invitation to participate is sent.
Criterium 1: Project Manager's Competence and Experience — Weighted 30 %
The evaluation will be based on a general assessment of the following: experience and formal competence. When assessing experience, emphasis will be put on experience from projects of an equivalent complexity and extent. It will be an advantage if the offered project manager has experience from both the renovation of buildings and new buildings.

Criterium 2: Engineering Design Manager's Competence and Experience — Weighted 30 %
The evaluation will be based on a general assessment of the following: experience and formal competence. When assessing experience, emphasis will be put on the offered person's experience from relevant assignments. It will be advantageous if the person has experience from teaching buildings and sixth form colleges.

Criterium 3: The Architect's Competence and Experience — Weighted 30 %
The evaluation will be based on a general assessment of the following: experience and formal competence. When assessing experience, emphasis will be put on the offered person's experience from relevant assignments. It will be advantageous if the person has experience from teaching buildings and sixth form colleges.

Criterium 4: The Landscape Architect's Experience and Competence — Weighted 10 %
The evaluation will be based on a general assessment of the following: experience and formal competence. When assessing experience, emphasis will be put on the offered person's experience from relevant assignments. It will be advantageous if the person has experience from teaching buildings and sixth form colleges.

Section III: Legal, economic, financial and technical information
Requirement: tenderers shall be a legally established company.
Documentation:
Norwegian tenderers: company registration certificate.
Foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Requirement: the tenderer shall have sufficient financial strength to be able to fulfil the contract.
Documentation: tenderers must enclose the company’s annual financial statements with notes and auditor’s report from the last 3 years where these statements exist.

Fulfilment of the following requirements will be seen as good experience from similar deliveries.
— developer activities:
tenderers must have carried out at least 3 projects of an equivalent complexity and extent in the last 10 years. Responsibility for the execution and engineering design services will be seen as developer activities. It is not necessary that each listed project includes both renovation and a new building to be of equivalent complexity.
— architect activities:
tenderers must have designed at least 2 projects of teaching buildings with a gross area of at least 6 000 m2 in the last 10 years. In addition, tenderers must have designed one renovated building, independent of type, which has a gross area of at least 3 000 m2 in the last 10 years.
— documentation:
tenderers must submit a list of relevant assignments per the areas above. The description per assignment must, as a minimum, include:
— a thorough description of the delivery,
— date of execution,
— extent of the delivery in monetary terms and gross area and
— the name and telephone number of a reference person at the Contracting Authority.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
All the provided reference assignments must be completed. Completed means assignments that have been taken over by the building owner.
