Framework Agreement Consultancy Services — Statsbygg Region South
Statsbygg, the property department, region south, requests tenders for a Framework Agreement for consulting engineering services. The Framework Agreement applies to all owned and leased properties, operated and maintained by Statsbygg Region South. A total of 3 Framework Agreements shall be entered into in accordance with the following geographical division:
1) The Agder Counties;
2) Telemark and Vestfold;
3) Buskerud.
Region South administers Statsbygg's properties located in the Counties Agder, Telemark, Vestfold and Buskerud. The purpose of the Framework Agreement is to safeguard the region’s need for consulting engineering services.
The contracts shall apply for all the owned and rented buildings that are managed, operated and maintained by the region. See our websites: http://www.statsbygg.no/Prosjekter-og-eiendommer.
The contract shall be used for assignments carried out by an engineering design group and for assignments for individual engineering designers. For assignments where Architect and Consulting engineer shall co-operate in an engineering design group, the Architect shall be the Engineering design group’s coordinator (PGL).
Section III: Legal, economic, financial and technical information
Tenderers are required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.
Tenderers are required to have satisfactory financial implementation ability.
The size of the turnover, seen in relation to the contract value, can be emphasised.
The Norwegian Construction and Property Management Department will carry out a credit rating of tenderers.
Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts.
1) Tenderers are required to have sufficient capacity and suitable staff to carry out assignments adapted to multiple medium and/or small parallel projects;
1) An overview of the number of employees with engineering design competence for the disciplines the tenderer submits tender. The overview shall be divided in disciplines and level of competence;
2) Tenderers are required to have good and broad experience from deliveries of equivalent assignments with regard to varying scope and complexity cfr. point 2.2;
2) An overview of reference projects with a transferable value in the last 3 years with information on:
— the project name,
— the Contracting Authority,
— the project´s size in m2 and costs,
— type of building,
— the assignment´s contract value excluding VAT,
— the company´s assignments/role in the project,
— in what phases the assignment was carried out,
— The start-up date and completion date (year)/if not completed — where one is in the project.
