Home Group — Landscape Architect Framework
The following is provided for information purposes only and is intended to assist in the completion of the SQ and ITT.
Home Group is seeking to establish a framework of suitably qualified and experienced professionals who can undertake projects comprising:
— landscape and visual impact assessments,
— landscape led capacity and character studies,
— green infrastructure strategies,
— public speaking, engagement and consultations,
— landscape design,
— graphics, modelling and VR experience,
— landscape maintenance and management,
— site inspections and valuations.
Landscape Architect — Scotland
Lot 1 will be for projects in Scotland where there is a requirement for landscape architectural services. For the purposes of this tender Home Group considers the following local authority areas to fall into the Scotland Lot:
— Glasgow,
— East Renfrewshire and Renfrewshire,
— East and West Dunbartonshire,
— North and South Lanarkshire,
— City of Edinburgh,
— East, Mid and West Lothian, and
— Dundee.
Home Group is seeking to establish a framework of suitably qualified and experienced professionals who can undertake projects comprising:
— landscape and visual impact assessments,
— landscape led capacity and character studies,
— green infrastructure strategies,
— public speaking, engagement and consultations,
— landscape design,
— graphics, modelling and VR experience,
— landscape maintenance and management,
— site inspections and valuations.
The schemes may include social rented, shared ownership, shared equity and outright sale units as well as community and commercial.
In addition to the main services, such as landscape design/architecture, site layout feasibility services there may also be a requirement for the following within the scope of the project:
— Landscape and Visual Impact Assessments [LVIA in accordance with the GVLA Guidelines for Landscape and Visual Impact Assessment],
— Environmental Surveys [i.e. Ecological, Arboricultural, Noise, Soils etc],
— Computer Generated Images [CGI, 3D modelling and Photo realistic images].
Practices without in-house capability for the above may utilise a subconsultant to deliver these elements.

Lot 4 will be for projects in London, South (East) or South (West) regions where there is a requirement for landscape architectural design services. For the purpose of this tender the London Lot includes the Greater London Authority boroughs. For the purposes of this tender Home Group considers the following local authority areas to fall into the South (East) region:
— Essex,
— Hertfordshire; Bedfordshire,
— Cambridgeshire,
— Huntingdon and Peterborough, and
— Northamptonshire.
For the purposes of this tender Home Group considers the following local authority areas to fall into the South (West) region:
— Oxford,
— Buckinghamshire,

— Hampshire,

— West Sussex.

It is intended that once on the framework, individual project awards will be based on a mini tender mechanism, future awards dependent upon performance measured against KPI’s. Home will reserve the right to externally benchmark the framework. Home will reserve the right to re-enter the market place for large joint ventures or projects where a bespoke or specialist solution is required. Home will reserve the right to make a direct appointment from the framework where a bespoke or specialist solution is required.
Home Group (on behalf of itself and potentially other bodies listed below) is seeking to set up this framework under which eligible bodies can procure services. The scope of projects may vary and will cover North East England, Yorkshire, Cumbria, Scotland, London, South East England and South West England.

It is Home Group's preference that all prospective bidders utilise our e- tendering portal to download and submit all documentation within the tender. This portal can be found at: www.housingprocurement.com
Prospective bidders must log onto the site and register as a supplier. Instructions and help are available from the homepage. Once interest has been registered, Home Group is able to issue the SQ document to prospective bidders accordingly. The completed document must then be submitted back to the portal; instructions included within the SQ document detailing how to achieve this. Queries from bidders can also be raised within the portal by utilising the Q&A facility where they will be answered, allowing total transparency to all other participating bidders. Home Group is acting as a central purchasing body on behalf of itself and potentially a range of contracting authorities who will be able to access this framework.
Eligible bodies include:
— Home Group and any existing or future subsidiary companies (see www.homegroup.org.uk for more information on the Group),
— other Registered Providers in England (providers registered with the Homes and Communities Agency, see www.homesandcommunities.co.uk) and Social Landlords in Scotland (providers registered with the Scottish Housing Regulator, see www.scottishhousingregulator.gov.uk),
— Charitable Organisations registered with the Charity Commission for England and Wales (see www.charitycommission.gov.uk) or the Office of the Scottish Charity Regulator (see www.oscr.org.uk) whose charitable purposes include, but not are limited to, the prevention or relief of poverty; the advancement of education,
— the advancement of health or saving of lives,
— the advancement of citizenship or community development,
— the relief of those in need, by reason of youth, age, ill-health, disability, financial hardship or other disadvantage, and
— any other purposes currently recognised as charitable and any new charitable purposes which are similar to another charitable purpose, and
— social enterprises involved in the provision of housing related services/activities or whose activities are similar to those listed above in respect of charitable organisations.
Home Group is underway with an initiative to develop a suite of standard house types and designs for the majority of new build development activity. Framework Architects may be expected to utilise these standard designs within schemes for which they have been appointed. Home Group reserves the right to seek more favourable fee levels based on repetitive design.
