Description
The National Parks Development Committee now calls the submission of eligibility documents for:

Project:

Package 1 Aca‚--œ Consultancy Services for the Master Planning of the Rizal Park

Package 2 Aca‚--œ Detailed Urban Design and Landscape Architecture of Selected Phases of the Park

Location: Ermita, Manila

Objective:

Package 1 Aca‚--œ To prepare and present the final Master Plan of the Rizal Park, Manila with development recommendations showing proposals for master development, themed areas, historic conservation, environmental mitigation, landscape architecture and urban design guidelines, conceptual urban infrastructure and utilities to support the proposal.

Package 2 Aca‚--œ To prepare an urban design and landscape concept in a schematic design package for the development of the selected phases in Rizal Park

Interested consultants must submit their eligibility documents on or before August 24, 2011 at 4:00 p.m. at the Bids and Awards Secretariat at Annex Building, NPDC Compound, Rizal Park, Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary Aca‚-A“pass-failAca‚-A criterion.

The Eligibility Sheet will be available at the Office of the BAC Secretariat upon submission of an Expression of Interest and payment of P2,500.00 to NPDC Cashier.

The BAC shall draw up the short list of consultants from those who have submitted eligibility documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184, otherwise known as the Aca‚-A“Government Procurement Reform ActAca‚-A, and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

Applicable Experience - 35 points
Qualification of Personnel - 40 points
Job Capacity - 25 points
Total - 100 points

Bidding will be conducted through open competitive bidding procedures using Aca‚-A“non-discretionary Aca‚-A“pass/failAca‚-A criterion as specified in the IRR of R.A. 9184.

Bidding shall be restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest of outstanding capital stock belongs to citizens of the Philippines.

Bids shall be evaluated using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. Bids whose technical proposals pass the minimum technical requirement of seventy five percent (75%) shall have its financial proposals opened and evaluated. The technical proposal shall carry eighty percent (80%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders.
Other Information
The National Parks Development Committee reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
