Description: NOTICE REQUEST FOR PROPOSALS FOR ARCHITECTURAL/ ENGINEERING SERVICES The Cabell County Commission, Cabell County, West Virginia, is in the process of selecting a Project Architect and/or Engineer to provide architectural/engineering services to oversee the following project: Construction/Renovatio n of a new Courtroom in the former Cabell County Law Library. Professional services will include but not be limited to the following items: to act as an overseer on the preparation of bidding and contract documents; participation in the solicitation and evaluation of bids for contractors skilled in the restoration of historic structures; preparation of all necessary permit applications; construction administration and construction inspection. Courtroom/judicial design experience is preferred procurement of said services shall be in keeping with the WV Code 5G. Contracts are to be awarded on a lump sum/fixed fee basis. All architectural/engineering firms interested in being considered for this project must submit FIVE (5) copies of their proposal stating technical expertise, qualifications, and related prior experience. Proposals must be submitted by 10:00 a.m., on September 26, 2011, to the following address: Cabell County Commission, Cabell County Courthouse, 750 5th Avenue, Suite 300 - Courthouse, Huntington, WV 25701-2072. If forwarded by mail, the sealed envelope containing the proposals must be enclosed in another envelope with project name and Architectural and/or Engineering Services Proposal highlighted on the outside of the outer envelope and must allow for sufficient time for mailing to reach the above referenced address prior to the scheduled closing time for the receipt of proposals. Interviews and final selections will be made during the month of October, 2011. The goal of the competitive process is to objectively select the firm that will provide the highest quality of service at a reasonable fee. Accordingly, technical qualification and experience will be weighed heavily. A committee of representatives, as determined by the Cabell County Commission shall evaluate the statement of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which in their opinion, are best qualified to perform the desired services. Interviews with each firm selected shall be conducted and the committee shall hold discussions to evaluate the presented information. The committee shall then rank, in order of preference, no less than three professional firms deemed to be the most highly qualified to provide the services required, and shall commence scope of services and price negotiations with the highest qualified professional firm of said services. Should the selection committee be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake negotiations with the third most qualified professional firm. Should the selection committee be unable to negotiate a satisfactory contract with any of the professional firms in rank order of their competence and qualifications, the selection committee shall continue negotiations in accordance with these procedures until an agreement is reached. The selected firm will be required to comply with Title VI & VII of the Civil Rights Act of 1964, and Presidential Executive Orders 11246 and 11375, as amended; as well as compliance with prevailing wage rates and the competitive bidding process. The Cabell County Commission will conduct negotiations, following the hierarchy of rankings as determined during the selection process. however, the County Commission reserves the right to accept or reject any and all proposals.
