One of the locations of Europan 14 was Vienna, which has taken part in the competitions many times already and has a great record on implementing the chosen proposals. The international and the national jury decided to award two teams on the Vienna location: winning team comes from Spain (PLAYstudio) and the runner-up team from Slovenia (Obrat). Surprising fact is that both teams have already previously won in Vienna. PLAYstudio in 2008, Obrat in 2012.
Topic of Europan 14 was Productive Cities. In a nutshell, the participating cities asked for proposals on how to introduce production back in to cities, how to combine industry and housing and what are the implications of changing industries and technology for urban space.
In Vienna the subtopic From Productive Area to Productive City was appropriate for the location in area Lieasing. It is an industrial/trading estate that is important for development of different industries and for preserving and adding workplaces in a growing city. The brief was focused on improving functionality and creating an attractive environment for diverse business, trade, logistics and productive industries.
The proposal from Obrat team was based on improving the urban layout of the Industrial Area Liesing and finding an appropriate architectural typology for evolving productive industries. The proposed restructuring of the urban layout changes dispersed und inefficient layout in to a well-connected built area, in which the users could take advantages of sharing production and urban infrastructure (common logistic areas, warehouses, technical and energy facilities, energy cogeneration, common educational and representative spaces…). This would lower the costs for involved businesses and engender cooperation among diverse producers, traders and developers.
New typology of an industrial building stems from the same basic principle as the restructured urban layout – joining diverse business scales and operations can create synergies, lower cost of operation and encourage new connections among users. The proposed industrial building was trying to "combining the non-combinable." The team envisioned an infrastructural core that functions on one hand as a filter between noisy, dirty productive halls and workshops and cleaner, quieter productive/administration/research areas. On the other hand, this core functions also as a joining element between different processes, so they can use same infrastructure and exchange production processes or energy requirements (e.g. use of excess heat from production).

Beurteilung durch das Preisgericht

First Session: “The proposal suggests efficiently distributing resources and reinforcing the integration of all stakeholders in order to create synergy throughout the area. To increase density and the number of different functions, a type of architecture is presented that combines previously “non-combinable” elements, such as a loud production workshop with quiet offices.
These ideas about an urban strategy for activating the entire district by creating common synergies are interesting and quite estimable. The architecture seems to be expandable and ambitiously features various kinds of architectural vocabularies. The project is appreciated for being a multi-layered one that deals with many themes affecting the future.
A dialogue with the project W01 BZ385 3L´s for LIESING is considered interesting.”

Second Session: The project tries to create common synergies in-between the different programmatic elements, not only on the site, but on the entire industry zone of Liesing. This strategic imbrication of scales is highly appreciated and is considered as having the capacity to change the quality of the whole area in the long term. The conceptual approach of efficiently distributing resources and integrating all of the stakeholders present is unanimously appreciated. The proposal on the competition site fits well into the surroundings, yet the architectural quality of the project is discussed controversially, some members of the jury estimate its diversity and neutrality, while other miss an innovative approach. Also, the building typology is questioned by the jury, as the proposed separation of loud/silent and clean/dirty uses seems a bit inflexible and rather theoretical.
In general, the project seems to give valuable answer to contemporary issues, lacking an innovative and recognizable image of how industrial production might look tomorrow. Nonetheless, the project is appreciated for its holistic urban approach and its architectural versatility.
The jury strongly recommends a dialogue with the project W01 BZ385 3L´s for LIESING and the integration of the strategic vision for the whole industrial area Liesing in its further development.
