A prominent quality of the design is a public space, called the citizen’s esplanade, resting on the central part of the SPINELLI building and perpendicular to the existing Esplanade Solidarność. It aims to improve the connectivity between the Parliament site and the city centre. Featured with a rectangular water pond and rows of flagstaffs, this second espla-nade suggests a rather ceremonial purpose more than a public function for citizens, while the overlay attitude of the two perpendicular axes are poorly connected via two stairs from the Agora.
The overall very clear disposition of functions within the building was praised.
Regarding the project’s approach towards sustainability and structural quality, the jury highly esteemed the maximised re-use of the existing construction. Well-developed draw-ings made these efforts very clear and accountable.
