New sustainable headquarters for the European Parliament in Brussels which connects with the city and interacts with the public.
The new EU Parliament symbolizes the diversity and unity of the EU member states and stand as a landmark for Brussels – and for the entire EU. Additionally, it reconnects the EU district with the surrounding neighborhoods.
The new EU Parliament consists of three objects: a circular square in the front with a public passage that continues under the building, the Parliament Chamber in Parc Leopold, and a tower as the landmark proudly rising in Brussels’ skyline. All three bodies will have a light appearance with crystalline glass facades. The crystal serves as a uniting symbol: with its extraordinary ability to unite every color of the light spectrum – representing the diversity of EU.

A Reconnector for the City
The circle-shaped square in front of the building creates a spatial and open experience to the public and is reconnecting the neighborhood in all directions via an inviting passage with lush greenery. The Parliament Chamber is introduced as a solid and solitary cylinder-shaped building, designed as a pavilion that relates to the other scaled-down pavilions located in Parc Leopold.
Facing the EU Parliament from the front, the tower rises above the circular square and creates symmetry in the architecture which relates to the symmetry of the classical urban plan of Brussels. On the east side, the tower is cascading down with terraces and lush roof gardens, to meet the organic Parc Leopold. The low levels make the tower appear less massive and facilitate more interaction with the people of the city.
The EU Parliament aims at becoming water efficient, energy positive, and CO2 negative. Facades will have solar panels, so the building becomes an active producer of energy. The design makes the building a catalyst for the social community of the EU neighborhood and the wider Brussels area. Together with circularity solutions, state-of-the-art energy installations and sustainable construction methods, the new EU Parliament becomes a global example of sustainability.

Beurteilung durch das Preisgericht

The jury particularly appreciates the urban attitude of the design, which signals self-confidence and respectful restraint in equal measure, while creating porosity, points of reference and allowing adaptions to future needs. The design succeeds in recycling parts of the load-bearing structure of the existing building, making it one of the moderate designs in the competition in this respect.

The project proposes a fragmentation of the program in two building volumes: one circular formed volume housing the Chamber and one tower above the Spinelli building, cas-cading down in the direction of the park. Both volumes sit on a low socle formed by the basement floors of the existing Parliament building. The iconic shape of the Chamber is in a balanced relation with the park and literally brings the parliament to the people. The tower of the main volume has the potential of a landmark, affirming the presence of the parliament in the city, while bringing an overall enhancement of the existing heritage.

In a successful way, the choice of two volumes reduces the massive and imposing charac-ter of one single building and enables a better connection between the city centre, the buildings and the parc Léopold. The entrances for the different users are located either in the SPINELLI building in close connection to the Place Simone Veil or on the rue Wiertz, ac-tivating in that way the street and the connection to the city centre.

A strong asset of the project is the environmental approach. It is at the centre of the pro-ject, combining biodiversity, renewable energy and the use of a wood structure with a flexible design, enabling an adaptability in time and thus a longer life to the main building. This makes up with the fact that the project proposes low level of reuse of the structure of the existing building and that no re-use or recycling of old material of the existing facades is mentioned.

The quality of the different spaces is good, designed with a lot of attention to daylight, view, outside spaces, materiality and accessibility, resulting in a pleasant working environment.

The Chamber is well designed and well equipped with the additional spaces without giving in on spatial quality. The connection between the new building and the Spinelli building is preserved and thus keeping the ‘hub’ on the third floor where members and media meet.

Overall, the jury appreciates the creative autonomous basic concept as one of the original projects and the convincing approach with an honest and convincing concept for an integrated sustainability concept.
